The Superhero Dispatch Network (SDN) is a company that employs and dispatches superheroes around Los Angeles. It has over 300 heroes in its ranks.

Subscribers can call SDN and request assistance with any issue they may have, whereupon the company dispatches a hero to aid them. Subscribers include the government, companies, establishments, and private persons. To better protect their subscribers, SDN has access to their security systems, the legality of which is dubious.

Torrance branch

The Torrance office
We're not the highest profile branch in the network, but we've got what makes the real difference… great people. Some of them aren't even people, and they're still great.

The Torrance branch is located in Torrance, County of Los Angeles. Blonde Blazer states that they operate on a principle she refers to as the three 'D's' dispatching, documentation, and diversity. At any given time, the Torrance branch has between 45 and 50 heroes (roughly six teams) working different shifts. It acts as the main setting of Dispatch.

History

At some point dispatcher accidentally broadcast the details of his botched circumcision to the entire branch.

The Torrance office was one of the main targets of the Red Ring during their siege of Los Angeles, as well as being the stage for the final battle between the gang and the Z-Team, during which it sustained heavy damage.

The SDN also operates a branch in downtown Los Angeles. Not much is known about this branch other than that Phenomaman used to be part of before being demoted to the Torrance branch.

Heroes

Phoenix Program

The Phoenix Program is a project run by the SDN that offers supervillains a chance to reform into superheroes. All members of the Z-Team, except for Phenomaman and Waterboy, fall under the Phoenix Program. Before Robert became the dispatcher of the Z-Team, the program was at risk of shutting down (at least the Torrance branch) due to the team's poor performance.

Royd was once a member of the program, having been inspired to sign up for it following a conversation with Robbie Robertson. He currently works for SDN Torrance branch as a scientist and engineer.
